You can request read receipts for private messages by clicking on "Request read receipt" in the "Advanced Settings" menu when composing a private message. You'll only receive one if the recipient agrees to send you one though.

How do I Report a Comment That Violates the Terms of Service?

To report a comment, it is usually much easier and faster to click on the little golden shield with the green arrow, located on the top right of every comment. This will alert our moderators, who will then take appropriate action.
